Component Sets are shared components that can be referenced from other places on the site.

Suppose you want reuse a Call to Action that asks the user to donate to the site. You can set create it as a Component Set and then reference it from any block via a Component Set Reference.

Call to Actions such as asks for donations are an ideal candidate for Component Sets. Each time you create a new News Story, you should add a donate call to action to the bottom of the story to help drive users to your donate page.

Component Sets are called "sets" because they can contain more than one component. For example, they could have a Title and a Media Card Set, etc.
